José Francisco Olvera Ruiz (born June 15, 1956) is a Mexican politician. He is a member of the Institutional Revolutionary Party (PRI). He served as the Municipal president (Mayor) of Pachuca. Later, from April 1, 2011, to September 5, 2016, he was the Governor of Hidalgo.

About Francisco Olvera Ruiz
Francisco Olvera was born on June 15, 1956, in Pachuca de Soto, Hidalgo, Mexico. He studied law at the Universidad Autónoma del Estado de Hidalgo. He also earned a master's degree in public administration. This means he studied how governments are managed.
He is married to María Guadalupe Romero Delgado. They have two children, Francisco and Jorge Olvera Romero.
Francisco Olvera's Political Journey
Francisco Olvera has held many important roles in government. He worked as Secretary of Government for Governor Miguel Ángel Osorio Chong. This role is like a chief of staff for the governor.
He was also a deputy in the Congress of Hidalgo from 2002 to 2005. A deputy helps make laws for the state. Before that, he worked as a legal coordinator from 1999 to 2001. In 1995, he directed the general file of notaries in Hidalgo. He also spent nine years as the director of Cadastre, which manages land records.
Serving as Mayor of Pachuca
Francisco Olvera became the municipal president, or mayor, of Pachuca on January 18, 2009. As mayor, he helped start an association for the Municipalities of Hidalgo. This group works with a national federation of Mexican municipalities.
Campaigning for Governor
Francisco Olvera left his role as mayor to run for governor of Hidalgo. He became the candidate for the Institutional Revolutionary Party (PRI). He was part of a group called “Unidos por tí” (Together for you). This group included the PRI, the PVEM, and the New Alliance parties.
He won the election on July 4, 2010. He was officially named the governor-elect on July 11, 2010. After the election, another group, "Hidalgo nos Une", challenged the results. However, after reviewing the votes, the court confirmed Olvera's victory. He received 438,094 votes, while his opponent, Xóchitl Gálvez, received 394,049 votes.
