Frank M. Gilliam, Jr. was born on May 7, 1970. He is an American politician. He served as the mayor of Atlantic City from 2018 to 2019. He won the election in 2017 against the previous mayor, Don Guardian. Frank Gilliam became Atlantic City's third African American mayor.

Early Life and Education
Frank Gilliam grew up in Atlantic City. He went to Stockton University. There, he earned a degree in criminal justice. He also studied at the University of San Francisco. He worked towards a master's degree in social work.
Public Service in Atlantic City
Serving as a Councilman
In 2008, Frank Gilliam was elected as a councilman-at-large for Atlantic City. A councilman-at-large serves the entire city, not just one neighborhood. While on the city council, he helped pass an important rule. This rule made it illegal to release helium balloons outdoors in Atlantic City.
Protecting Marine Life
The rule about balloons was made to protect ocean animals. Balloons can be dangerous for marine life if they land in the ocean. Because of this effort, the organization PETA (People for the Ethical Treatment of Animals) gave Atlantic City an award. They called it the Compassionate City Award.
Becoming Mayor of Atlantic City
Frank Gilliam became the mayor of Atlantic City in 2018. He was the city's leader for almost two years. As mayor, he worked on different projects for the city.
End of Term as Mayor
Frank Gilliam's time as mayor ended on October 3, 2019. He was then followed by Marty Small Sr., who became the new mayor.
