Frank Joseph Guarini Jr. was born on August 20, 1924. He is an American politician from New Jersey. He was a member of the Democratic Party.

Guarini served in the New Jersey Senate from 1966 to 1972. He also served in the United States House of Representatives for seven terms. This was from 1979 to 1993. As of 2025, he is the oldest living former U.S. representative. He became 100 years old on August 20, 2024.

Early Life and Education

Frank Guarini was born on August 20, 1924. His parents were Frank Joseph Guarini Sr. and Caroline Critelli. His family has Italian roots.

He finished Lincoln High School in 1942. He then served in the United States Navy. He was on the ship USS Mount McKinley from 1944 to 1946 during World War II.

After his military service, Guarini went to Dartmouth College. He earned a Bachelor of Arts degree in 1947. He continued his studies at New York University School of Law. There, he earned a Juris Doctor degree in 1950 and a Master of Laws degree in 1955. He also studied at The Hague Academy of International Law. In 1951, he became a lawyer in New Jersey. He started his law practice in Jersey City, New Jersey.

Political Career

Guarini began his political career in the New Jersey Senate. He served there from 1965 to 1972. In 1970, he tried to become a United States Senate member. He ran against Harrison A. Williams in the Democratic Primary. However, he was not successful in that election.

Serving in Congress

Frank Guarini was elected to the United States House of Representatives. He represented New Jersey's 14th Congressional District. He was a Democrat. He was elected to the 96th United States Congress and won reelection six more times.

He decided to retire from Congress in 1993. After the 1990 Census, his district number changed. Bob Menendez later took over a similar area in the renumbered 13th district.

Legacy and Honors

Many places and awards honor Frank Guarini. The post office building in Jersey City is named after him. It is located at the corner of Montgomery and Washington streets.

John Cabot University in Rome, Italy, named its campus the Frank J. Guarini campus. The library at New Jersey City University is also named in his honor. In 2014, he received the America Award from the Italy–USA Foundation.

His college, Dartmouth, created the Frank J. Guarini Institute for International Education. This was to recognize his support for the college. In 2018, Dartmouth also named its graduate school after him. It is now called the Guarini School of Graduate and Advanced Studies.

New York University School of Law, where he studied, also named two centers after him. The Guarini Center on Environmental, Energy and Land Use Law focuses on land and environmental rules. The Guarini Institute for Global Legal Studies studies international law.
