Gustavo Pareja Cisneros (born 10 January 1947) is an Ecuadorian politician. He served as the Mayor of Otavalo from 2014 to 2019. Before that, he was the Provincial Prefect of Imbabura Province from 1997 to 2009.

As Mayor, Pareja Cisneros worked to make Otavalo more modern. He focused on improving city areas, creating national parks, and expanding transportation. In 2019, he chose not to run for Mayor again. Instead, he tried to win a seat in the National Assembly, but he was not successful.

Early Life and Education

Gustavo Pareja Cisneros was born on January 10, 1947. His hometown is Otavalo in the Imbabura Province of Ecuador. His father worked as a carpenter, and his mother was a housewife.

He went to the Central University of Ecuador. There, he studied political science and sociology. In 1994, he was elected to a smaller political role in the Imbabura Province. He was a member of the Democratic Left party at that time.

In 1997, Gustavo Pareja Cisneros became the Provincial Prefect of Imbabura Province. A Prefect is like a governor for a province. He took over from Luis Mejía Montesdeoca.

During his time as Prefect, he worked on several important projects. He focused on improving roads and other buildings. He also helped create stronger sports programs for the province. He worked to build better relationships with the people living there.

He was re-elected as Prefect in the year 2000. In 2003, his popularity went down a bit. This was because of strong political opposition in Imbabura. However, he was surprisingly re-elected again in 2004. At this time, he was part of the Institutional Renewal Party of National Action.

Pareja Cisneros did not run for Prefect in the 2009 elections. Instead, he decided to focus on becoming the Mayor of Otavalo.

In 2009, Gustavo Pareja Cisneros ran for Mayor of Otavalo. He was very close to winning but was defeated by Mario Conejo. He decided to try again in the 2014 elections. This time, he won the election against Mario Conejo. He became Mayor on May 16, 2014.

As Mayor, Cisneros wanted to modernize Otavalo. He aimed to expand the city's business areas. In 2018, he talked about plans to improve the city's sports stadiums. He also wanted to expand the car industry in Otavalo. He pushed for modernizing airports near the city.

He also signed laws to improve animal shelters. These laws aimed to increase care for stray animals. They also promoted humane ways to help them in Otavalo.

In the 2017 general election, Cisneros supported Guillermo Lasso for president. When Lenín Moreno won the election, Cisneros worked with him. They focused on bringing "peace to the nation." He also stressed the importance of making cities more modern, including adding national parks.

In July 2018, Cisneros spoke about his predecessor, Mario Conejo. He said Conejo had "let down the citizens of Otavalo." He also mentioned accusations of corruption.

Pareja Cisneros chose not to run for re-election in 2019. He left office in May 2019.

After Being Mayor

After his time as Mayor, Gustavo Pareja Cisneros continued in politics. In the 2021 elections, he ran for a seat in the National Assembly. He was a member of a new party called the Constructive Movement Party. However, he was not elected to the National Assembly.
