Helge Solum Larsen was very active in politics from a young age. From 1994 to 1997, he led the Young Liberals of Norway. This is the youth group of the Liberal Party. He also served as a substitute member of the Norwegian Parliament. He represented the Rogaland area from 1997 to 2001 and again from 2005 to 2009.

In local politics, he served many terms on the Stavanger city council. He started as a substitute member in 1987. By 1991, he became a full representative. He led the Liberal Party's group in Stavanger from 2000 to 2005. Then, he led the party's group for the whole county from 2005 to 2010. In 2008, he was chosen to be on the national party board.
