Herbert Arlene (born September 5, 1914 – died November 9, 1989) was an American politician from Pennsylvania. He was a member of the Democratic Party. He served in the Pennsylvania State Senate for the 3rd district from 1967 to 1980. He made history as the first African-American person elected to the Pennsylvania Senate. Before that, he was a member of the Pennsylvania House of Representatives for the Philadelphia County district from 1959 to 1966.
Early Life and Education
Herbert Arlene was born in Harrison, Georgia. His parents were Elbert and Mattie King Arlene. He grew up and went to public schools in Philadelphia. He also studied at Philadelphia Business College. Later, he received an honorary law degree from Miller College.
Political Career and Public Service
Before becoming a politician, Herbert Arlene owned a business called Arlene's Tailor Shop. He was also involved in many community groups. He served on the board of trustees for Lincoln University. He also helped lead the Greater Philadelphia Development Corporation.
Arlene began his political journey as a Ward Leader in Philadelphia's 47th Ward. This role meant he was an important local leader for his political party. He was elected to the Pennsylvania House of Representatives in 1956 and served there until 1966. After that, he was elected to the Pennsylvania State Senate. He represented the 3rd district from 1967 until 1980. His election to the Senate was a big moment, as he was the first African-American to achieve this in Pennsylvania.
Herbert Arlene passed away in Philadelphia, Pennsylvania. He was buried at Rolling Green Cemetery in West Chester, Pennsylvania.
