Herbert William "Herb" Titus (born October 17, 1937 – died June 20, 2021) was an American lawyer, writer, and politician. He was known for his work in constitutional law and for running for Vice President of the United States in the 1996 U.S. presidential election. He ran with the Constitution Party.

Early Life and Education
Herbert Titus was born in Baker City, Oregon, on October 17, 1937. He went to public schools in Baker and graduated at the top of his class in 1955.
He then attended the University of Oregon, where he was the student body president and graduated four years later. In 1962, Titus earned his law degree with honors from Harvard Law School.
Career as a Lawyer and Professor
After law school, Herbert Titus worked for the U.S. Department of Justice as a trial attorney. From 1964 to 1979, he became a law professor at state universities in Oklahoma, Colorado, and Oregon. During this time, he was involved in social causes and worked with the American Civil Liberties Union on many constitutional cases. This work focused on protecting people's rights.
In 1975, Titus experienced a significant personal change and later studied in Switzerland. He left his teaching job at the University of Oregon in 1979 to help start the O. W. Coburn School of Law at Oral Roberts University.
Later, Titus moved to CBN University, which is now called Regent University. There, he helped create the School of Public Policy and served as its first Dean. He also became the Vice-President for Academic Affairs. Starting in 1986, he was the founding Dean of the College of Law and Government at Regent University. Overall, Titus taught constitutional law and other subjects at five different law schools for nearly 30 years.
He also wrote a book called God, Man and Law: The Biblical Principles. Before his death, Titus worked as a lawyer specializing in constitutional law.
Political Involvement
In 1996, Herbert Titus was the candidate for Vice President for the Constitution Party. At that time, the party was known as the U.S. Taxpayer's Party. He ran alongside the party's founder, Howard Phillips.
Titus also helped write the Constitution Restoration Act. This proposed law aimed to protect public officials who believed that God was the source of law and government. The act did not pass, but its ideas were later included in the Republican Party platform in 2004.
Personal Life
Herbert Titus lived in Chesapeake, Virginia, with his wife, Marilyn. They were married for 52 years. They had four children and 15 grandchildren.
Herbert Titus continued to practice law until he passed away on June 20, 2021.
