Horace Locklear (born November 27, 1942 – died May 5, 2024) was an important American politician and lawyer. He served in the North Carolina House of Representatives from 1977 to 1983. Horace Locklear was a member of the Lumbee tribe. He was also the first Native American to become a lawyer in North Carolina.
Growing Up and School
Horace Locklear was born on November 27, 1942. His parents were Riley and Margaret Locklear. He was born in Lumberton, North Carolina, in the United States. Horace was a member of the Lumbee tribe.
He went to Piney Grove Elementary School. Later, he attended Magnolia High School. After finishing high school, he studied at Pembroke State College. He graduated from there in 1964. Then, he went to North Carolina Central University and earned his law degree in 1972.
On May 11, 1963, Horace Locklear married Barbara Brayboy. They had three children together.
Public Service and Law
In 1964, Horace Locklear started working as a job developer. He helped people find jobs through the North Carolina Fund's Manpower Program. This program was in Statesville.
In 1968, he helped start the Lumbee Regional Development Association. This group worked to help the Lumbee community.
On August 28, 1972, Horace Locklear made history. He was allowed to practice law in North Carolina. This made him the first Native American lawyer in the state. He opened his own law office in Lumberton. It was right across from the Robeson County Courthouse.
That same year, he was chosen to represent North Carolina. He attended the Governor's Interstate Indian Council in Bismarck, North Dakota.
Serving in Government
In 1976, Horace Locklear decided to run for office. He ran as a member of the Democratic Party. He wanted a seat in the North Carolina House of Representatives. He ran without anyone opposing him.
He was elected and started his term in 1977. He represented the 21st District. This district included parts of Robeson, Hoke, and Scotland counties.
In 1979, Locklear gave an important speech. He spoke to the House about the eastern box turtle. He wanted it to be named the state reptile of North Carolina. He talked about how important this turtle was to Native American communities. He finished his time in office in 1982.
