Bernard C. "Jack" Young was born on June 26, 1954. He is an American politician who served as the mayor of Baltimore, Maryland. He is a member of the Democratic Party.
Young was first elected to the Baltimore City Council in 1996. He represented Baltimore's second district. In 2010, he became the City Council President. This happened after Stephanie Rawlings-Blake became mayor. On April 2, 2019, Young became the acting mayor when Mayor Catherine Pugh took time off. When Mayor Pugh resigned on May 2, 2019, Young officially became the mayor of Baltimore. He ran to stay mayor in the 2020 election but did not win. Brandon Scott won the election instead.

Early Life and Education
Jack Young grew up in Baltimore. He finished high school at Northern High School. After that, he went to Baltimore City Community College.
Start in Public Service
Young was first elected to the Baltimore City Council in 1996. He represented District 2. In 2003, the district lines changed. He then represented District 12 until 2010. In February 2010, he was chosen to be the City Council President. This happened when Stephanie Rawlings-Blake became mayor.
Working for the City
Young worked at Johns Hopkins Hospital before his political career. He started in the cafeteria and mailroom. Later, he worked in the radiology department. He helped change old paper records into digital files.
In the late 1980s, Young started helping Baltimore City Council member Mary Pat Clarke. He worked with her in the evenings and on weekends. From 2007 to 2010, he was a manager at the Maryland Department of Human Resources. He has also been part of the Historic East Baltimore Community Action Council since 1995. He helped start the Broadway Development Foundation.
In February 2010, the City Council chose Young to be their President. Everyone on the council voted for him. This happened after Stephanie Rawlings-Blake became mayor of Baltimore.
Mayor of Baltimore (2019–2020)
Young became the acting mayor on April 2, 2019. This was when Mayor Catherine Pugh took a break from her duties. On May 2, 2019, Mayor Pugh resigned. Jack Young then officially became the mayor of Baltimore.
In July 2019, Mayor Young stated that Baltimore would not help ICE agents with immigration actions. He said that people who live in Baltimore should feel safe. He wanted all residents, including immigrants, to feel welcome in the city.
2020 Mayoral Election
In January 2020, Jack Young had raised the most money for his campaign. He had about $960,000. Other candidates like Thiru Vignarajah and Brandon Scott had less. Despite raising a lot of money, Young did not win the Democratic primary election. He finished in fifth place.
After Being Mayor
After his time as mayor, Young moved to White Marsh. In June 2025, he shared his thoughts on a plan for new council districts in Baltimore County. He did not agree with the plan.
