James Edward Proctor Jr. (born June 14, 1936 – died September 10, 2015) was an American politician. He served as a representative for District 27A in the Maryland House of Delegates. This means he helped make laws for the state of Maryland.

Early Life and Education

James Proctor was born in Washington, D.C. on June 14, 1936. He spent his childhood there and went to Dunbar High School. After high school, he joined the U.S. Air Force. He served in the Air Force from 1961 to 1962 and again in 1968.

After his military service, James Proctor went to college. He attended Bowie State College and earned a degree in elementary education in 1969. Later, he earned a master's degree in education in 1972. He worked for 17 years as a principal at a secondary school, which is like a middle or high school. After his career in education, he decided to focus completely on politics. James Proctor passed away on September 10, 2015, due to heart disease.

James Proctor became a member of the Maryland House of Delegates in May 1990. The House of Delegates is a part of Maryland's state government where elected officials discuss and vote on new laws.

During his time in the legislature, he was part of several important groups. He served on the Rules and Executive Nominations Committee, which helps decide how the House operates. He was also on the Spending Affordability Committee, which looks at how much money the state can afford to spend.

Proctor was also a member of the Legislative Black Caucus of Maryland. This group is made up of African-American lawmakers who work together on issues important to their communities. He also served as the vice-chairman of the House Appropriations Committee until his death in 2015. This committee is very important because it decides how state money is spent on different programs and services.

After James Proctor passed away, his wife, Elizabeth G. (Susie) Proctor, was appointed to take his place. Maryland Governor Larry Hogan appointed her on October 9, 2015.
