James M. Baker (born in 1942) is an American politician. He served as the 54th mayor of Wilmington, Delaware. A mayor is the leader of a city government. Mr. Baker was mayor from January 2001 to January 2013.

Early Life and Service
James M. Baker was born in Fostoria, Ohio, in 1942. After finishing high school, he joined the United States Air Force. He served his country and was honorably discharged in 1966. After leaving the Air Force, he joined a program called VISTA. This program was like a domestic Peace Corps, helping communities within the United States.
A Career in Public Service
James Baker worked in many important roles for both private and government groups. He was involved with programs like the Model Cities Program and Community Action of Greater Wilmington. These programs aimed to help improve cities and communities.
Joining the City Council
In 1972, Mr. Baker was elected to the Wilmington City Council. The City Council helps make decisions for the city. Later, in 1984, he made history. He became the first African-American person to be elected as the City Council President. This was a very important step for the city of Wilmington.
Mayor of Wilmington
As mayor, James Baker helped create memorials in Wilmington. These memorials honored Americans who lost their lives during World War II and the Korean War. He also joined the Mayors Against Illegal Guns Coalition. This group was formed in 2006 by mayors from different cities. They worked together to address issues related to gun safety.
Beyond Politics: An Author
Mayor Baker is also an author. He wrote a two-volume encyclopedia called "The Genuine American Music." This book explores the history of Black musicians in America. It includes text, rare photos, and original drawings to tell their stories.
