James M. Baker was born in 1942. He is an American politician. He served as the 54th mayor of Wilmington, Delaware. He was mayor from 2001 to 2013. He started his job in January 2001. He finished his term in January 2013.

Early Life and Service
James Baker was born in Fostoria, Ohio, in 1942. After finishing high school, he joined the United States Air Force. He served his country and left the Air Force in 1966. After that, he joined VISTA. VISTA was a program like the Peace Corps, but it helped people in America.
Political Career
Baker worked in many important roles. He held jobs in both private and government groups. These included the Model Cities Program and the Governor's Office. He also worked for Community Action of Greater Wilmington.
Joining the City Council
In 1972, James Baker was elected to the Wilmington City Council. The City Council helps make decisions for the city. In 1984, he made history. He became the first African-American person to be elected as the City Council President.
As Mayor of Wilmington
During his time as mayor, Wilmington honored American heroes. Memorials were built for those who died in World War II and the Korean War. Mayor Baker also joined a group called the Mayors Against Illegal Guns Coalition. This group started in 2006. It was led by mayors like Michael Bloomberg of New York City. The group worked to make communities safer.
Personal Interests
Mayor Baker is also an author. He wrote a two-volume encyclopedia. It is called "The Genuine American Music." This book tells the story of black musicians in America. It includes text, rare photos, and original drawings.
