Jean-Claude Boulard (born March 28, 1943 – died June 1, 2018) was an important French politician. He served as the mayor of Le Mans for many years. He was also a senator and a deputy in the National Assembly. The National Assembly is like France's parliament.

Early Life and Education
Jean-Claude Boulard was born in Nantes, France, on March 28, 1943. His father, Jean Boulard, was an artist. His family moved a few times, living in Saint-Marceau, Sarthe and later in Paris.
Boulard went to Lycée Henri-IV, a famous high school. After that, he studied at Sciences Po. There, he learned about sociology and ethnology. These subjects help us understand how societies and cultures work.
Political Career
Jean-Claude Boulard began his career in government in 1968. He worked for the Council of State, which advises the French government. He also worked for the French Merchant Navy for a while.
Early Political Roles
Boulard's first elected job was deputy mayor of Saint-Marceau. In 1976, he was elected to the departmental council of Sarthe. This council helps manage the local area.
In 1983, he became the president of Le Mans Métropole. This group helps manage the larger Le Mans area. He was part of the Socialist Party.
Serving in the National Assembly
Boulard won a seat in the National Assembly in 1988. This is where laws are made in France. He served there until 1993.
He returned to the National Assembly in 1997 and stayed until 2002. During his time, he supported important ideas. He helped create a minimum income for people who needed it. He also pushed for universal health coverage. This means everyone would have access to healthcare.
