James Bromley Spicer (born May 12, 1958 – died September 27, 2019) was an American hip hop artist. He was known for releasing many "old school rap" songs in the late 1970s and early 1980s. His most famous song was "Dollar Bill Y'all."

Spicer worked with Russell Simmons, a very important person in hip hop music. Russell Simmons' company, Rush Management, helped manage Spicer's career. Another one of Spicer's songs, "The Bubble Bunch," was special because it had the first ever "remix" by Jellybean Benitez. A remix is when a DJ or producer takes an original song and changes it to make a new version.
