Jocelyne Roy-Vienneau ONB (1956 – August 2, 2019) was a very important person in New Brunswick, Canada. She was the 31st Lieutenant Governor of New Brunswick. This means she was the representative of Queen Elizabeth II in the province. She started this important job on October 23, 2014. She was the first Acadian woman to hold this position.

Early Life and Education

Jocelyne Roy-Vienneau was born in Newcastle, New Brunswick, in 1956. She grew up in Robertville, New Brunswick. She was a trailblazer in her field. She was one of the first women to graduate from the Université de Moncton with an engineering degree.

She also became the first woman to be a Vice President at a Université de Moncton campus. Later, she was the first woman to lead a French-speaking community college in New Brunswick.

Career Highlights

Roy-Vienneau had many successful jobs in education and engineering. She worked as a project engineer at an oil refinery in Montreal. She then held several roles at the New Brunswick Community College in Bathurst. These roles included director general and dean of Education.

She also served as Assistant Deputy Minister for Post-Secondary Education in New Brunswick. Before becoming Lieutenant Governor, she was vice-president at the Université de Moncton's Shippagan Campus for two terms.

In August 2014, she was chosen to be the Lieutenant Governor of New Brunswick. Governor General of Canada David Johnston appointed her. This decision was made with the support of the Prime Minister and the Premier of New Brunswick.

Scholarship in Her Honor

In 2015, a special scholarship was created to honor Jocelyne Roy-Vienneau. It is called the Jocelyne Roy-Vienneau Undergraduate Engineering Scholarships for Women. This scholarship helps young women who want to study engineering.

Each year, two scholarships of $3000 are given out. One goes to a second-year female engineering student at the University of New Brunswick. The other goes to a second-year female engineering student at the Université de Moncton.

Role in the 2018 Election

Jocelyne Roy-Vienneau played a key role after the 2018 New Brunswick general election. No single party won enough seats to form a majority government. The Progressive Conservatives won 22 seats, and the Liberals won 21. The Green Party and People's Alliance each won 3 seats.

Premier Brian Gallant (Liberal) met with the Lieutenant Governor. He asked for permission to try and keep his government in power. He planned to present a speech to the legislature and ask for a vote of confidence. However, on November 2, the Liberal government lost this vote.

After the vote, Roy-Vienneau accepted Brian Gallant's resignation. She then asked Blaine Higgs, the leader of the Progressive Conservatives, to form a new government. This made Blaine Higgs the new Premier of New Brunswick.

Passing Away

Jocelyne Roy-Vienneau passed away on August 2, 2019. She had been diagnosed with cancer in 2018. The Prime Minister of Canada, Justin Trudeau, shared a statement about her death. He offered his condolences and praised her achievements. He said her work would continue to inspire future leaders.
