John E. Barnes Jr. was born on June 12, 1958. He is an American politician. He served in the Ohio House of Representatives. This is a group of lawmakers for the state of Ohio. He represented the 12th district. He held this position from 2011 to 2018. He also served in the same role earlier. That was from January 1999 to February 2002.

John Barnes's Early Life and Education
John Barnes was born in Cleveland, Ohio. He grew up in the Union–Miles Park neighborhood. He went to Case Western Reserve University. There, he earned a Master of Science degree. This degree was in business management. He studied at the Weatherhead School of Management.
John Barnes's Career in Public Service
Before becoming a state representative, John Barnes worked for the city of Cleveland. He was the director of the Department of Community Relations. He also worked as a senior tax auditor and investigator. This was in the city's division of taxation.
Serving in the Ohio House of Representatives
John Barnes first served in the Ohio House of Representatives from 1999 to 2002. He served two terms during this time. After these terms, he chose not to run again. Michael DeBose took his place in the Ohio House.
In 2010, Michael DeBose could not run again. This was because of term limits. Term limits mean a politician can only serve for a certain number of terms. John Barnes then decided to try and get his old seat back.
Elections and Re-election
The 12th district is a strong area for the Democratic Party. Barnes ran against four other people in the Democratic primary election. A primary election helps a political party choose its candidate. One of his opponents was Michael K. DeBose, Michael DeBose's son.
John Barnes won the primary election. He then ran unopposed in the general election. This means no one ran against him from other parties. He was sworn into his former seat on January 3, 2011.
As a representative, Barnes joined several important groups. He was part of the Economic and Small Business Development Committee. He also served on the Health and Aging Committee. Another group he joined was the Ways and Means Committee. He was also a member of the Vehicle Management Commission.
Barnes ran for re-election in 2012 and had no opponents. In 2014, he faced a challenge in the primary election. The Democratic party did not officially support him. However, he won against Jill Miller Zimon. She was a city councilwoman. Barnes received 54% of the votes. He then ran unopposed in the general election again.
On February 1, 2021, John Barnes filed paperwork to run for a different office. He wanted to run for the 2021 Ohio's 11th congressional district special election. This election was for a seat in the U.S. Congress.
