John Hele was the second son of another man named John Hele. His father was also a Member of Parliament. Young John Hele went to Exeter College, Oxford in 1588 to study. Later, in 1590, he studied law at Inner Temple in London.

John Hele started his public service early. From 1592, he worked as a Justice of the Peace (J.P.) for Devon. This was an important local role.
