Joseph Maguire (born August 14, 1951) is an American who has held important roles in the U.S. government. He served as the Acting Director of National Intelligence (DNI) and also led the National Counterterrorism Center.
Before these government jobs, he had a long and distinguished career in the United States Navy. He retired as a Vice Admiral in 2010, after serving for 36 years. A Vice Admiral is a very high rank in the Navy.

Early Life and Education
Joseph Maguire grew up in Brooklyn, New York. He went to Manhattan College and earned a Bachelor of Science degree in 1974. Later, he also earned a master's degree from the Naval Postgraduate School.
Maguire joined the Navy in November 1974. He became a Naval Special Warfare Officer, which means he was part of the elite Navy SEALs. SEALs are special forces who handle tough missions.
His training to become a SEAL was very challenging. It's called Basic Underwater Demolition/SEAL (BUD/S) training. He completed this difficult training in 1977. After that, he served in various SEAL teams and units around the world.
Maguire held many leadership positions during his Navy career. He commanded SEAL Team Two and the Naval Special Warfare Center. From 2004 to 2007, he was the Commander of the Naval Special Warfare Command, overseeing all Navy SEAL operations.
Later, he worked at the National Counterterrorism Center (NCTC) as a deputy director. The NCTC helps the U.S. government fight terrorism. He retired from the Navy in 2010 as a Vice Admiral.
After leaving the Navy, Maguire worked in the private sector. He was a vice president at Booz Allen Hamilton, a company that provides consulting services. He also became the Executive Director of The Clements Center for National Security at the University of Texas at Austin. This center focuses on national security issues.
Maguire also dedicated his time to helping military families. He served on the board of the Special Operations Warrior Foundation. This foundation helps wounded special operations troops and supports the children of those who have died. He later became the President and CEO of this foundation.
Government Service
In 2018, President Donald Trump nominated Maguire to lead the National Counterterrorism Center. The U.S. Senate approved this nomination, and he started his role in December 2018.
Acting Director of National Intelligence
In August 2019, President Trump chose Maguire to be the Acting Director of National Intelligence (DNI). The DNI leads the entire U.S. intelligence community, which includes agencies like the CIA and NSA. This role involves overseeing all the information gathering and analysis for national security.
During his time as Acting DNI, a government employee, known as a whistleblower, filed a complaint. A whistleblower is someone who reports wrongdoing within an organization. This complaint was about a phone call involving President Trump and a foreign leader.
The Inspector General of the Intelligence Community (IGIC) reviewed the complaint and found it to be serious and urgent. According to law, such complaints should be sent to Congress. However, the complaint was initially not shared with Congress. This led to the House Intelligence Committee issuing a subpoena, which is a legal order, for Maguire to provide the complaint and testify.
Maguire later testified before the House Intelligence Committee in September 2019. He stated that he followed the law and was committed to protecting whistleblowers. He resigned from the DNI role in February 2020.

Joseph Maguire is married and has two children.
