Joseph Maguire (born August 14, 1951) is an American officer. He served in important government roles under President Donald Trump. These roles included Director of the National Counterterrorism Center and Acting Director of National Intelligence. Before these jobs, he was a high-ranking officer in the United States Navy. He retired from the Navy in 2010 as a vice admiral. This was after 36 years of military service.

Early Life and Education
Joseph Maguire grew up in Brooklyn, New York. He went to Manhattan College. In 1974, he earned a Bachelor of Science degree from there.
Maguire joined the Navy in November 1974. He became a Naval Special Warfare Officer. This means he was part of special operations teams. His first assignment at sea was on the ship USS Coronado.
SEAL Training and Early Assignments
Maguire then went to Basic Underwater Demolition/SEAL training (BUD/S). This is a very tough training program. He graduated in July 1977, even after breaking his leg. His first job after training was with Underwater Demolition Team Twenty One. He then became a Naval Special Warfare Officer.
From 1979 to 1981, Maguire worked for the Commander of Amphibious Forces Seventh Fleet. He served with SEAL Team Two from 1982 to 1983. During this time, he deployed to Europe. He also attended Naval Postgraduate School in California. He earned a master's degree in Scientific and Technical Intelligence in 1985.
Maguire held many leadership positions. He was an operations officer for Naval Special Warfare Group Two. He also served as executive officer for SEAL Delivery Vehicle Team Two. From 1989 to 1991, he worked at the Bureau of Naval Personnel in Washington, D.C.
He commanded SEAL Team Two from 1992 to 1994. He was also a National Security Fellow at Harvard University. Later, he commanded the Naval Special Warfare Center from 1997 to 1999. He then became Deputy Commander of Naval Special Warfare Command.
From 2004 to 2007, Maguire was the Commander of Naval Special Warfare Command. After that, he became the deputy director for strategic operational planning at the National Counterterrorism Center. He retired from the Navy in 2010. He held the rank of Vice Admiral.
After retiring from the Navy, Maguire worked in the private sector. He was a vice president at Booz Allen Hamilton. He also became the Executive Director of The Clements Center for National Security. This center is at the University of Texas at Austin.
Maguire also helped the Special Operations Warrior Foundation. This foundation helps injured special operations troops. It also supports the children of troops who have died. He served on its board for three years. In 2013, he became the President and CEO of the foundation.
Government Service
In June 2018, President Donald Trump nominated Maguire. He was chosen to be the Director of the National Counterterrorism Center. The U.S. Senate confirmed his nomination in December 2018. He officially started this role on December 27, 2018.
Acting Director of National Intelligence
On August 8, 2019, President Trump announced a new role for Maguire. He would become the acting Director of National Intelligence (acting DNI). This happened on August 15, 2019. He took over after the previous director, Dan Coats, resigned.
In February 2020, Maguire was replaced. He resigned on February 21, 2020. Richard Grenell immediately took over as acting chief.
Handling a Whistleblower Complaint
While acting DNI, Maguire received a formal complaint. This complaint came from a member of the United States Intelligence Community (IC). It was about communications involving President Donald Trump and a foreign leader. The complaint was sent to the Inspector General of the Intelligence Community (IGIC).
The IGIC found the complaint to be credible and an "urgent concern." By law, such a complaint should be sent to Congress within seven days. However, Maguire initially did not send the complaint to Congress.
This led the House Intelligence Committee to issue a subpoena to Maguire. They ordered him to provide the complaint or explain his refusal. The committee chairman said Maguire was holding back the complaint. Maguire stated he had followed the law. He also said he was committed to protecting whistleblowers. He agreed to testify before the House Intelligence Committee on September 26.
