Kathy Webb (born 1949) is an American politician and business owner from Little Rock, Arkansas. She is a member of the Democratic Party. Currently, she serves as the Vice Mayor for Ward 3 in Little Rock. She was also the Vice Mayor from 2015 to 2017. Before this, she was a representative in the Arkansas House of Representatives from 2007 to 2013. In January 2023, she was re-elected as Vice Mayor of Little Rock, Arkansas.

Early Life and Education
Kathy Webb grew up in Arkansas. When she was in sixth grade, she volunteered for John F. Kennedy's presidential campaign. She graduated from Hall High School in Little Rock in 1967.
Webb then earned a college degree in political science from Randolph-Macon Woman's College. Political science is the study of how governments work and how people make decisions in society. She also attended graduate school at the University of Central Arkansas. In 2007, she completed a special program for government leaders at Harvard University's John F. Kennedy School of Government.
After her studies, Webb worked in the food service industry. She started at a large pizza company and later became a vice president for a bagel chain in Chicago. She even opened her own barbecue restaurant. In 2002, Webb moved to Little Rock and became a co-owner of a restaurant called Lilly's Dim Sum.
Political Career in Arkansas

In 2006, Kathy Webb won an election to become a member of the Arkansas House of Representatives. This is a group of elected officials who make laws for the state of Arkansas. She was sworn into office in January 2007. She ran for re-election in 2008 and 2010 and won both times without anyone running against her.
While in the Arkansas House of Representatives, Webb held an important role as co-chair of the Joint Budget Committee. This committee helps decide how the state's money is spent. She was the first woman to have this position. She also served on other important committees, including those for Rules, Education, and Facilities.
Due to rules about how long someone can serve, called term limits, Webb could not run for re-election in 2012. In 2014, she was elected to represent Ward 3 on the Little Rock City Board. This board helps make decisions for the city of Little Rock.
Community Work and Awards
Kathy Webb is involved in many community groups. She serves on the boards of the UAMS College of Medicine Board of Visitors and Arkansas Hospice. She is also a member of the Pulaski County Democratic Women and the State Democratic Committee.
Webb has received many awards for her work. She was honored with the Legend Champion Award from Arkansas Kids Count Coalition. She also received the JCA Humanitarian of the Year Award and the First Branch Award from the Arkansas Judicial Council. The Sierra Club and the Arkansas AIDS Foundation have also recognized her efforts. In 2012, a group called TALK BUSINESS named her the Most Effective Member of the House of Representatives.
In September 2023, Webb announced that she would step down as the CEO of the Arkansas Hunger Alliance in January 2024. This organization works to help people who do not have enough food.
