Leandro Ramos Mendoza (born March 17, 1946 – died October 7, 2013) was an important Filipino leader. He served as the Executive Secretary of the Philippines. This is a very high position, like a chief of staff for the President. He also led the Philippine National Police (PNP) and was the Secretary of the Department of Transportation and Communications (DOTC).

Early Life and Education

Leandro Mendoza was born in San Juan, a town in Batangas province. He studied hard and earned a Bachelor of Science degree from the Philippine Military Academy. This academy is where future military and police leaders are trained.

He also got a Master of Arts degree in Public Management. He earned this from the University of the Philippines - Visayas in Cebu City. He also completed a special course for military officers at Fort Bonifacio.

A Career in Public Service

Secretary Mendoza was a skilled police officer and a great manager. He started his career as a second lieutenant in the Philippine Constabulary. This was an important police force in the Philippines.

He gained a lot of experience in different roles. These roles prepared him to become a top law enforcer. On March 16, 2001, he was promoted to the highest rank in the police force. He became a Police Director General of the Philippine National Police. Soon after, he was appointed as the PNP Chief. This meant he was the head of the entire national police force.

On July 3, 2002, President Gloria Macapagal Arroyo gave him another big role. She appointed him as the Secretary of the Department of Transportation and Communications (DOTC). In this job, he was in charge of things like roads, airports, and seaports.

Ensuring Air Travel Safety

During his time as DOTC Secretary, there was a challenge with air travel safety. In 2008, the US Federal Aviation Administration (FAA) changed the Philippines' safety rating. This happened because the Air Transportation Office (Philippines) (ATO) needed to improve its safety standards.

This decision meant that Philippine airlines could not easily add more flights to the US. President Gloria Macapagal Arroyo then asked Secretary Mendoza to also lead the ATO. This was to help improve aviation safety in the country. The goal was to make sure all flights met international safety rules.

Family Life

Leandro Mendoza was married to Soledad Latorre. She was from Lambunao, Iloilo. They had six children together: three sons and three daughters. One of his sons, Mark Llandro Mendoza, later became a representative for Batangas. He also had many grandchildren.

His Passing

Leandro Mendoza passed away on October 7, 2013, at the age of 67. He died from a heart attack. His son, Mark Llandro Mendoza, confirmed the sad news. His family brought his body to Heritage Memorial Park in Taguig. His death was also announced at a ceremony for the Land Transportation Office (LTO).
