Lloyd George Sealy (born January 4, 1917 – died January 4, 1985) was a very important leader in the NYPD. He broke many barriers for African-American police officers. He was the first African-American officer to graduate from the special FBI National Academy training program. He was also the first African-American officer in the NYPD to become the commander of a police station. This happened in 1963, when he led the 28th precinct in Harlem.

Sealy continued to make history. In 1966, he became the first African-American officer to serve as an Assistant Chief Inspector. He was also the first African-American Borough Commander for North Brooklyn. This area included many historic African-American communities like Bedford-Stuyvesant, Brownsville, and East New York.

Life After the NYPD

After retiring from the NYPD in 1969, Lloyd Sealy continued his important work. He became the first African-American Associate Professor of Law and Police Science at John Jay College of Criminal Justice. This college focuses on criminal justice and law enforcement.

Founding NOBLE

Sealy was also a founding member of NOBLE. This is a national group for African-American police officers from many different cities across America. NOBLE works to make law enforcement better and more fair.

Writing About Police and Community

In 1974, Sealy co-authored a book called The Community and the Police: Conflict or Cooperation. In this book, he and his co-author Joseph Fink shared important ideas. They believed that police should focus more on helping the community. They wrote that police attitudes often focused too much on themselves instead of serving the public.

To make things better, they suggested several changes. These included hiring more minority officers. They also wanted police to receive training in human services. This would help officers understand and assist people better. Finally, they believed citizens should be more involved in law enforcement decisions.

Legacy and Recognition

Lloyd Sealy passed away in 1985 on his 68th birthday. He was at the John Jay College Library, preparing for his classes, when he had a heart attack.

His contributions were honored after his death. On December 4, 1991, the library at John Jay College was renamed the Lloyd Sealy Library. This was done to remember his important work and dedication. The library's special collections now keep his personal papers. These papers show his amazing career as both a police officer and a scholar.
