Luis Alberto Riart Vera (born June 21, 1880 – died October 1, 1953) was an important Paraguayan politician. He served as President of Paraguay for a short time in 1924. He also held many other important roles in the government.

Riart's Time as President

Luis Riart became president on March 17, 1924. This happened when the previous president, Eligio Ayala, stepped down. Riart served until August 15, 1924. After his time as president, he ran in the next elections.

During his time as president, Riart had a team of ministers. These ministers helped him run the country. They included:

Focus on Education

Riart's government also focused on education. They helped fill open spots in schools. Clementina Irrazábal and Lieutenant Juan Manuel Garay assisted with this.

In May 1924, the government recognized many teachers. These teachers were from the Normal School of Barrero Grande. A respected teacher named Pedro Aguilera was also promoted to professor. The Business School added new study programs. These included careers for public translators and consular roles.

Riart's Political Career

Luis Riart held many important positions throughout his career. He was the president of the Paraguayan Institute from 1906 to 1916. In 1913, he helped start the Patriotic Union. He also led the Institute of Paraguayan-Argentine Culture.

Ministerial Roles

Riart served as Minister of Finance of Paraguay (in charge of the country's money) from 1916 to 1917. He was also the Minister of the Department of the Interior twice. He held roles as Minister of War and Navy, and as Chancellor (in charge of foreign affairs).

In 1913, he was part of the Code Commission. This group worked on the country's laws. In 1916, he was Minister of the Interior under President Manuel Franco. He briefly served as Minister of Finance again in 1931.

Important Peace Agreements

As Chancellor in 1935, Riart signed an important peace agreement. This agreement was called Riart-Elio. It helped solve a border problem with Bolivia after the Chaco War.

On July 21, 1938, he signed another agreement. This was the Agreement of Peace, Friendship, and Limits with Bolivia. This helped secure peace for Paraguay.

Vice President of Paraguay

In 1939, Riart became Vice President of Paraguay. He served under Marshal José Félix Estigarribia. Riart retired from this role in 1940. This happened after the government was overthrown on February 18, 1940.

Early Life and Politics

Luis Riart entered politics more out of duty than for personal enjoyment. On August 8, 1904, he sought safety in Argentina. This was after a political movement began in the capital. He helped create a union agreement between different political groups.

In 1928, he ran for president again. He presented his candidacy at his party's meeting. However, he lost by only a few votes.
