Luis de Velasco Rami (born in Valencia, Spain in 1939) is a Spanish economist, a writer (called an essayist), and a politician. He used to be a "deputy" (like a member of parliament) and a "Secretary of State of Commerce" (a high-ranking government official in charge of trade) with the Spanish Socialist Workers' Party (PSOE). Today, he is part of the Union, Progress and Democracy (UPyD) political party and a member of its main council.

Luis de Velasco's Early Life and Career
Luis de Velasco was born in Valencia in 1939. He lived there until 1961. That year, he earned a degree in law from the University of Valencia. After his studies, he lived in London and Dublin for two years.
In 1964, he passed special exams to work for the government, joining the Ministry of Commerce. At the same time, he also earned a degree in economics.
Working Abroad
From 1967 to 1973, Luis de Velasco lived in Chile. There, he worked for the Spanish Office of Commerce. This office helps promote trade between Spain and other countries.
In 1976, he returned to Spain. He then joined the Spanish Socialist Workers' Party (PSOE), which is one of Spain's major political parties.
Political Career in Spain
Luis de Velasco became a "deputy" in the Spanish Parliament (the Congress) from 1986 to 1989. He represented the region of Navarre. During this time, he also served as the Secretary of State of Commerce. This important role meant he helped manage Spain's trade policies.
In 1994, he decided to leave the PSOE party. He left because he had different ideas about politics and how the country should be run.
Role in the Madrid Assembly
Later, Luis de Velasco became a member of the 9th Madrid Assembly. This is the regional parliament for the area around Spain's capital city, Madrid.
He was chosen as the candidate for the UPyD party to become the president of the Madrid region. In the election, he received more than 6% of the votes. This placed him fourth among the candidates. Because of this result, his party, UPyD, gained 8 seats (deputies) in the Madrid Assembly.
Election to the Madrid Assembly
On October 23, 2010, Luis de Velasco was chosen to lead the UPyD party's list of candidates for the 2011 elections. These elections were for the Assembly of Madrid.
In the elections held on May 22, 2011, the group of candidates led by Luis de Velasco got 6.30% of all the votes. This success allowed them to win eight seats in the Assembly of Madrid.
