Lukas Enembe (born 27 July 1967 – died 26 December 2023) was an Indonesian politician. He came from West Papua. He served as the 13th Governor of Papua Province. His time as governor was from April 2013 to January 2023. Before that, he was the Regent of Puncak Jaya Regency. He held that role between 2007 and 2012. He also served as Vice Regent of the same area from 2001 to 2006.

In September 2017, Enembe was investigated by the Corruption Eradication Commission. This was about a case involving the misuse of public money. Later, in September 2022, the Commission reported that Enembe was a suspect. This was for misusing government funds. He was arrested in January 2023 by the Indonesian Corruption Eradication Commission.

Early Life and Education

Lukas Enembe was born Lomato Enembe on 27 July 1967. His birthplace was Kampung Mamit, Kembu District. This area is now part of Tolikara Regency. His parents were Tagolenggawak Enembe and Deyaknobukwe Enumbi.

He grew up in Tolikara Regency. He went to YPPGI Elementary School in Kampung Mamit. He finished elementary school in 1980. During these years, he started being called Lukas by his teachers and friends. This name stuck with him ever since. He was a member of the Lani people. They live in the Toli Valley in Highland Papua.

After elementary school, Lukas tried to enroll in junior high school. This was in Mulia, Puncak Jaya Regency. He hoped to live with relatives there. However, he could not find any of his mother's family. So, he moved to Sentani, Jayapura Regency.

He studied at SMP Negeri 1 Sentani from 1980 to 1983. Then, he went to SMA Negeri 3 Sentani. He graduated from high school in 1986. After that, he enrolled at Sam Ratulangi University in Sulawesi. There, he studied political science.

Early Career and Public Service

Enembe returned to Papua in 1995. He became a civil servant in 1996. He tried to become a lecturer at Cenderawasih University in Jayapura. This attempt was not successful. Later, he accepted a job as a civil servant in Merauke Regency, Papua.

From 1998 to 2001, Enembe studied in Australia. He attended Cornerstone Christian College in New South Wales. A missionary group sent him there.

Political Journey

In 2001, Enembe ran for the position of regent of Puncak Jaya Regency. He was not successful in this election. However, from 2001 to 2006, he served as Vice Regent of Puncak Jaya Regency. He worked alongside Elieser Renmaur.

In 2006, he became the head of the local Papuan branch of the Indonesian Democratic Party. Also in 2006, he ran for governor of Papua Province. This attempt was not successful.

In 2007, he was elected as the regent of Puncak Jaya Regency. In 2013, Enembe successfully ran for governor of Papua Province. He served with Klemen Tinal as vice-governor. They were re-elected in 2018. Due to an investigation, Enembe was temporarily absent as governor. Ridwan Rumasukun became the acting governor on 11 January 2023.

Investigations and Legal Process

In September 2017, Enembe was called in by the Corruption Eradication Commission. This was as part of an investigation into the misuse of public funds. His supporters protested, saying the issue was political. The Commission later named Enembe as a witness. This was in a case about misusing money meant for student scholarships in Papua. Enembe met with the Commission to explain his wealth.

In September 2022, Enembe was under investigation. Indonesia's Anti-Corruption Commission looked into claims that he misused government money. He denied these claims. He said they were politically motivated. He was named a suspect by the Corruption Eradication Commission.

During the investigation, Enembe said he could not travel for questioning. He mentioned health problems. The Anti-Corruption Commission agreed to question him at his home. He was questioned while hundreds of his supporters were nearby.

Arrest and Court Proceedings

On 10 January 2023, Enembe was arrested. This was done by the Indonesian Corruption Eradication Commission. After his arrest, some of his supporters caused disturbances. They were later dispersed by the police. Nineteen of his supporters were arrested. Enembe was immediately flown to Jakarta.

Enembe faced accusations of accepting money that was not meant for him. He was also accused of trying to hide assets. These assets were said to be gained through corruption. The goal was for certain companies to win public work projects. Enembe denied these accusations. He claimed he was a very honest person.

Court Decision

On 13 September 2023, a court found Enembe responsible. The Corruption Criminal Court of the Central Jakarta District Court made this decision. They found him guilty of taking money that was not allowed. He was given a prison sentence. He was also required to pay back some money.

After an appeal, on 7 December 2023, the Jakarta High Court made a final decision. They confirmed that Enembe was responsible for the total corruption charges. His prison sentence was increased. He was also required to pay back a larger amount of money.

Personal Life

Enembe was married to Yulce Wenda. They had three children. Their names are Astract Bona T.M. Enembe, Eldorado Gamael Enumbi, and Dario Alvin Nells Isak Enembe.

The Lukas Enembe Stadium in Jayapura Regency was named after him. This stadium was used for the opening ceremony of Indonesia's 2020 National Sports Week.

Death

Lukas Enembe passed away on 26 December 2023. He died from kidney failure. This happened at the Gatot Soebroto Army Hospital in Jakarta. He was 56 years old. His body was flown from Jakarta to Jayapura for burial. His funeral faced some disturbances in Jayapura. Several people were injured. Some local shops were also burned. A religious leader apologized for the disturbances. He asked for peace during the funeral.
