Luís Filipe Montenegro Cardoso de Morais Esteves (born 16 February 1973) is a Portuguese politician and lawyer. He is currently the Prime Minister of Portugal, a role he has held since April 2024. He is also the leader of the Social Democratic Party (PSD), one of Portugal's main political parties. As Prime Minister, he leads the country's government.
Before becoming Prime Minister, Montenegro was a member of the Assembly of the Republic, which is like Portugal's parliament. He represented the Aveiro area from 2002 to 2018. During this time, he led his party's group in parliament. After a period away, he became the leader of the PSD in 2022.
Under Montenegro's leadership, the PSD teamed up with another party, CDS-PP, to form the Democratic Alliance. This alliance won the most seats in the 2024 national election. Because of this victory, President Marcelo Rebelo de Sousa asked him to become the new Prime Minister.

Life and Career of Luís Montenegro
Early Life and Education
Luís Montenegro was born in Porto, Portugal. He grew up in a town called Espinho, which is in the Aveiro District. He studied law at the Catholic University of Portugal in Porto and became a lawyer, just like his father and grandfather.
From 1994 to 1996, he was the leader of the Social Democratic Youth group in Espinho. He also served on the Espinho city council from 1997 to 2001. In 2005, he ran to become the mayor of Espinho but did not win.
Time in the Portuguese Parliament
In 2002, when he was 29 years old, Montenegro was elected to the Assembly of the Republic. This is where laws are made in Portugal. He represented the Aveiro region.
From 2011 to 2017, he led the PSD's group of politicians in the Assembly. This was a challenging time for Portugal because of a financial crisis. The country had to follow a strict plan to fix its economy. Montenegro supported these tough economic measures. He left parliament in 2018.
In 2019, Montenegro challenged the then-leader of his party, Rui Rio, for the leadership position. However, Rio won a vote of confidence, and Montenegro accepted the result.
Leading the Social Democratic Party
After the PSD lost the 2019 national election, Montenegro ran for the party leadership again in 2020. He challenged Rui Rio once more, but Rio won the election.
When Rui Rio resigned after the 2022 national election, Montenegro decided to run for the party leadership a third time. This time, he won with a large majority against another candidate, Jorge Moreira da Silva. This made him the new leader of the PSD.
As party leader, Montenegro worked to form a new political group called the Democratic Alliance. This alliance included the PSD and the CDS-PP party. Their goal was to win the 2024 national election. They succeeded, winning more seats than any other group. One of his promises during the election was to fully privatize TAP Air Portugal, the national airline.
On 21 March 2024, Portugal's President, Marcelo Rebelo de Sousa, officially asked Montenegro to form a new government. His government was approved by the President a week later.
Becoming Prime Minister of Portugal
Luís Montenegro officially became the Prime Minister of Portugal on 2 April 2024. The ceremony took place at the Ajuda National Palace in Lisbon. He leads what is called a minority government, which means his party and its allies do not have a majority of seats in parliament. This means they need support from other parties to pass laws. He chose not to form a government with another party, Chega, due to differences in their views.
In May 2024, Montenegro's government announced plans to build a new airport in Lisbon by 2034.
Before the European Parliament election in 2024, Montenegro also announced stricter rules for immigration in Portugal. He stated that the previous rules had led to too many people trying to enter the country.
In July 2024, he shared plans to lower the corporate income tax from 21% to 15%. This change aims to help businesses.
Personal Life and Interests
When he was a child, Luís Montenegro was nicknamed Ervilha, which means "Pea." This was because he was small, a bit round, and had green eyes. His family often called him by his middle name, Filipe.
He enjoys playing sports like football and beach volleyball. When he was younger, he even worked as a lifeguard. Now, he also plays golf. In football, he supports two teams: FC Porto from his birthplace and S.C. Espinho from where he lives. Luís Montenegro is married and has two children.
