Millican's Past: A Former Town
Millican was once an official town with its own mayor. This happened either through an election in 1866 or a special law passed by the Texas government. However, after 1871, no one took on the roles of mayor or other town officials.
For many years, there was no local government in Millican. No taxes were collected for town services. Officials in Brazos County wanted to know if Millican was still legally a town. This was important for deciding how to provide services to the community.
In 2006, the Texas Attorney General's office made a decision. They said Millican was no longer an official town. This was because of a law from 1897. This law stated that if a town didn't have any leaders for at least 10 years, it would automatically stop being a town. This law was in effect until 1925, so Millican had automatically dissolved. This decision helped a land developer move forward with a project, as there was no town council to work with.
