The Ministry of Human Rights (Urdu: وزارت انسانی حقوق, often called MoHR) is a special government office in Pakistan. It works to protect and promote the rights of all people in the country. The ministry is led by the Minister for Human Rights, Khalil Francis. The main administrator is the Federal Secretary, A.D Khowaja. This ministry was created on November 3, 2008. It was separated from the Ministry of Law and Justice to focus more on human rights issues.

How the Ministry Started

The Ministry of Human Rights was first created in 1995 by Prime Minister Benazir Bhutto. At that time, it was a smaller part of the justice ministry. It had about 125 employees and four offices in different regions.

Early Efforts and Programs

With a small budget, the ministry worked on individual cases. It often sought help from other organizations to expand its activities. In 2000, a program was started to improve prison reform. Also, special funds were set up to help women in difficult situations and victims of human rights problems.

Ministry's Work Since 2008

After being re-established in 2008, the ministry began new important projects. The government approved a plan to create an independent National Human Rights Commission of Pakistan. This commission would work to protect human rights across the country.

New Initiatives for Rights

The Minister, Mumtaz Alam Gillani, announced several new plans.

  • A special group of journalists and community leaders was formed. These groups would help address human rights issues in different areas.
  • Separate courts were planned to handle human rights cases. These courts would be set up in various districts.
  • The ministry also worked on a new law. This law aimed to help find people who had gone missing. It focused on understanding what happened to them.
