Mohammad Abdullah Mohammad Mustafa (Arabic: محمد عبد الله محمد مصطفى) was born on August 26, 1954. He is a Palestinian economist and politician. Since 2024, he has been the Prime Minister of the State of Palestine. He also leads the Palestinian National Authority.
Before becoming Prime Minister, Mohammad Mustafa held many important roles. He was the head of the Palestine Investment Fund (PIF). He also worked as a top economic advisor to President Mahmoud Abbas. He was an independent member of the Executive Committee of the Palestine Liberation Organization. Earlier, he served as Deputy Prime Minister and Minister of National Economy for Palestine.
Mohammad Mustafa has a lot of experience working with governments and global groups. He spent about 15 years at the World Bank Group in Washington, D.C. He also advised the government of Kuwait on economic changes. Later, he advised the Public Investment Fund in Saudi Arabia. He even taught as a visiting professor at George Washington University.
Early Life and Education
Mohammad Mustafa was born on August 26, 1954. His hometown is Kafr Sur in the Tulkarm District of Palestine. When he was a child, his family had to leave their home. They found safety in Kuwait.
He went on to study electrical engineering at Baghdad University. He earned his bachelor's degree there. Later, he continued his studies at George Washington University. He received both his master's degree and his Ph.D. from this university.
His Career Journey
Mohammad Mustafa served as the Chairman of the Palestine Investment Fund (PIF). From 2006 to 2013, he was also the Chief Executive Officer (CEO) of the PIF. Under his leadership, the PIF became a leading investor in Palestine.
The fund completed around 60 investments. It also helped bring in $1.2 billion in foreign investment. This created about 75,000 jobs for Palestinians. As CEO of the PIF, Mustafa helped start several important Palestinian companies. These include Wataniya Mobile and Amaar Real Estate Investment Company. He also helped create Palestine Power Generation Company.
As Deputy Prime Minister, Mustafa had many duties. One key role was leading the rebuilding of Gaza. This happened after the 2014 Gaza War.

Before joining the PIF, Mustafa worked with major international organizations. He worked in different markets around the world. At the World Bank Group, he held several senior positions. His work covered economic development, project finance, and private sector growth. He also worked on telecommunications and infrastructure projects. During his time at the World Bank, he took a break. He became the first chief executive officer of Paltel.
Becoming Prime Minister
On March 14, 2024, Palestinian Authority President Mahmoud Abbas chose Mohammad Mustafa. He was appointed as the Prime Minister. This government is the first "technocratic" government in Palestine's history. A technocratic government is made up of experts, not just politicians.
Some other Palestinian political groups did not agree with this choice. Groups like Hamas and Palestinian Islamic Jihad criticized the appointment. They said that Fatah (President Abbas's party) formed the government without everyone agreeing. They felt it made existing divisions deeper.
