Oscar "Oca" Gonzales Malapitan (born June 14, 1955) is a Filipino politician who has served the city of Caloocan in many different roles. He is currently a representative for Caloocan's 1st District in the House of Representatives of the Philippines.
Malapitan has also been the Mayor and Vice Mayor of the city. His long career in politics began as a City Councilor in 1992. He is a member of the Nacionalista Party.

Early Life and Background
Oscar Malapitan was born on June 14, 1955, in Quezon City. His parents were Col. Vicente Malapitan and Josefina Gonzales.
A Career in Politics
Oscar Malapitan has held several important government jobs in Caloocan. He started his political journey as a city councilor and worked his way up to become mayor and a representative in the national government.
City Councilor (1992–1998)
Malapitan's first major role in politics was as a city councilor for Caloocan. He was elected for two terms, from 1992 to 1998. As a councilor, he was part of the group that makes local laws and decisions for the city.
One interesting thing he did was to support a rule in 1996 that said the city's name should officially be spelled "Caloocan" starting with a "C," not a "K," as some old documents showed.
Vice Mayor (1998–2001)
After serving as a councilor, Malapitan was elected as the Vice Mayor of Caloocan in 1998. During this time, he had political disagreements with the mayor, Rey Malonzo.
In 2001, he ran for a seat in the Congress to represent Caloocan's 1st District but did not win that election.
Representative in Congress (2004–2013)
Malapitan ran for Congress again in 2004 and won. A representative's job is to speak for the people of their district in the national government and help create laws for the country. He was so popular that he was re-elected twice, serving a total of three terms until 2013.
During his time as a representative, he focused on important projects for Caloocan. These included:
- Upgrading the Dr. Jose N. Rodriguez Memorial Hospital to provide better medical care.
- Helping to build the Caloocan National Science and Technology High School.
- Creating new court branches in the city to help the justice system work faster.
Mayor of Caloocan (2013–2022)
In 2013, Malapitan was elected as the Mayor of Caloocan. He promised to focus on improving schools and health services for the people of the city. He served as mayor for three full terms, which is the maximum allowed in a row.
During his time as mayor, Caloocan faced serious challenges with crime. Malapitan asked the local Philippine National Police (PNP) to work hard to make the city safer. This period saw many high-profile police operations. In 2017, the city's entire police force was replaced to improve law enforcement in Caloocan.
To help solve these problems, Mayor Malapitan worked with community leaders like Bishop Pablo Virgilio David. Together, they created the Caloocan Anti-Drug Abuse Office (CADAO) in 2018. This office was made to help with crime prevention and support community members.
After his three terms, his son, Along Malapitan, was elected as the next mayor in 2022.
Return to Congress (2022–Present)
In 2022, Malapitan ran for representative of Caloocan's 1st District again and won. He essentially switched jobs with his son, who became mayor.
In the 19th Congress, he is the leader of the House Committee on National Defense and Security. He is also a vice-chair for committees that focus on local government and the development of Metro Manila.
Personal Life
Oscar Malapitan is married to Edna Rigor. They have three children. Politics is a family affair for the Malapitans. Their son, Dale Gonzalo (known as "Along"), is the current mayor of Caloocan. Another son, Vincent Ryan (known as "Enteng"), is a city councilor. Their daughter, Sharon Faye Malapitan Bautista, works for the Clark Development Corporation.
