Patricia "Pat" Billie Miller is an American politician who serves in the Connecticut State Senate. She represents the 27th district, which includes the city of Stamford. A member of the Democratic Party, she made history as the first woman and person of color to represent Stamford in the state government.
Before becoming a state senator, Miller was a member of the Connecticut House of Representatives. The state's government, called the General Assembly, is made up of two parts: the Senate and the House of Representatives. Together, they create laws for the state of Connecticut.

Political Career
A Start in the House of Representatives
In 2008, Pat Billie Miller was first elected to the Connecticut House of Representatives. She won the election for the 145th district against her Republican opponent, Fritz Blau.
Her victory was a major event because she became the first Black person to represent the city of Stamford in the state's law-making body. She was very popular with voters and was re-elected six more times in 2010, 2012, 2014, 2016, 2018, and 2020.
Moving to the State Senate
In January 2021, the senator for the 27th district, Carlo Leone, left his position to work with Governor Ned Lamont. This meant a special election had to be held to find a new senator. A special election is an election that happens outside of the normal schedule to fill a position that has become empty.
On March 2, 2021, Miller won the special election against Republican Joshua Esses. She was sworn into office on March 8. With this victory, she once again made history. She became the first woman and the first person of color to represent Stamford in the State Senate.
A Notable Debate
In 2022, the Senate discussed a law called the Reproductive Freedom Defense Act. The law was about protecting access to certain kinds of healthcare for women in Connecticut.
During the debate, Miller shared her thoughts. She said that she wanted to see more support for families. She believed that if families had more help and money, they would have more choices when planning their lives. She said that "family planning" should mean helping people plan their families in many ways, not just one.
Miller was one of a few Democrats who voted against the bill. However, the bill passed with many votes and was signed into law by Governor Ned Lamont.
