Phelps is a small community located in Pike County, Kentucky, in the United States. It is known as a "census-designated place" (CDP). This means it is an area identified by the U.S. Census Bureau for collecting statistics. In 2020, about 760 people lived here. Phelps is the community farthest to the east in Kentucky that is recognized this way.
