Phillip Bell Downing (born March 22, 1857 – died June 8, 1934) was an African-American inventor. He was born in Providence, Rhode Island. Downing is best known for his important inventions that made daily life easier.

One of his key inventions was an improved system for street railway switches. This system allowed switches to be opened or closed easily. It used a special brass arm near the brake handle on the streetcar. Sometimes, the switches could even change automatically.

He also helped improve the design of the modern street mailbox. His mailbox design included a special feature to protect mail. This feature kept mail safe from bad weather and from people trying to tamper with it. Later, he also invented a tool to moisten envelopes and a handy desktop notepad.

Philip Downing was born in Providence, Rhode Island. His parents were George Thomas Downing and Serena L. Degrasse. His father was a well-known businessman and an abolitionist. An abolitionist was someone who worked to end slavery. His mother, Serena, was from New York.

Philip's grandfather, Thomas Downing, was born in Virginia. His grandparents had been enslaved people. Thomas Downing opened a famous restaurant called Downing’s Oyster House in Manhattan in 1825. This restaurant was in a busy business area of the city.

Improving Street-Railway Switches

On June 17, 1890, the U.S. Patent Office approved Philip Downing's idea for better street-railway switches. His invention made it simpler to control the direction of streetcars. Drivers could open or close the switches using a brass arm. This arm was placed right next to the brake handle on the car's platform. This smart design sometimes even allowed the switches to change on their own.

Designing a Better Mailbox

One of Downing's most famous inventions was a new kind of letter box. He filed the patent for this on October 27, 1891. His design included a special lid that helped prevent tampering. This meant the mail inside was safer. It also protected letters from rain, snow, and other weather when the flap was open.

The Handy Envelope Moistener

Many years after his mailbox patent, Downing invented something else useful. On January 26, 1917, he patented an envelope moistener. This device had a small roller and a water tank. It made it quick and easy to moisten envelopes for sealing.

A Useful Desk Appliance

On December 20, 1917, Downing received a patent for a new desk tool. This invention was designed to hold a roll of paper. It made it easy to quickly write down notes. People could use it for shop orders, telephone messages, or even longer writings.
