The pilot in command (PIC) is the most important person on an aircraft during a flight. Think of them as the captain of the plane! They are fully responsible for making sure the aircraft operates safely from the moment it starts moving until it stops after landing.

Even if another pilot is flying the plane, the PIC is still in charge. They must have the right licenses and training for that specific flight. The PIC is the main person responsible if any flight rules are broken.
Different countries have slightly different rules for what a PIC is. However, the International Civil Aviation Organization (ICAO), a part of the United Nations, says the PIC is "The pilot responsible for the operation and safety of the aircraft during flight time."
Flight time means the time an aircraft moves under its own power for a flight. This includes moving on the ground (called taxiing) before takeoff and after landing.
In the United States, the rules say the pilot in command is the person who:
- Has the final say and responsibility for the flight's safety;
- Was chosen as the pilot in command before or during the flight; and
- Has the correct licenses and ratings for that type of flight.

Why the PIC is So Important
The pilot in command has a huge responsibility. They are the final authority on everything that happens on the aircraft. This means they make all the big decisions to keep everyone safe.
For example, if there's an emergency during the flight, the PIC can change any rule to handle the situation. Their main goal is always the safety of the aircraft and everyone on board. If they have to break a rule to keep people safe, they can. After the flight, they might need to explain why they did it.
Rules for Airline Captains
For big airlines, the captain (who is the PIC) has full control over the aircraft. They also have authority over all other crew members. This means they tell the other pilots and flight attendants what to do during the flight. Their authority is complete, even if they don't have all the same licenses as every crew member.
International Rules for Pilots
The rules from the ICAO are very similar to those in the U.S. They also state that the pilot in command is responsible for flying the aircraft safely. They must follow all the rules of the air.
However, just like in the U.S., the PIC can break these rules if it's absolutely necessary for safety. This power is similar to what ship captains have at sea. It means the PIC has the final say in any situation that affects the safety of the flight.
