History of the Prime Minister Role
The first modern government in Montenegro was created on March 20, 1879. This was when Montenegro was a Principality. The person in charge was called the President of the Ministerial Council.
On August 28, 1910, Montenegro became a Kingdom. During both the Principality and Kingdom times, the Prime Minister's role was not very powerful. It mostly depended on the wishes of the ruler, Nikola I.
After Montenegro surrendered during World War I in January 1916, the government went into exile. It stayed abroad until it no longer existed. In November 1918, Montenegro joined Serbia. This led to the creation of the Kingdom of Serbs, Croats and Slovenes.
Later, under a communist system, Montenegro got its own government again on March 7, 1945. A special ministry was set up to create the first real government for post-war Montenegro. This new government officially started on April 17, 1945.
From 1945 until February 4, 1953, the governments were led by a Prime Minister. Then, the title changed to President of the Executive Council until January 15, 1991. Since then, the leader of the government has been called the Prime Minister again.
