Prospero Castillo Nograles (October 30, 1947 – May 4, 2019) was a Filipino politician. People also called him "Boy Nograles." He was the Speaker of the House of Representatives from 2008 to 2010.

He was the first Speaker from Mindanao in 100 years of Philippine history. From 1989 to 2010, he was elected five times. He represented Davao City's 1st congressional district in the House of Representatives.

Early Life and Education

Prospero Nograles was born in Davao City. He went to elementary and high school at the Ateneo de Davao University.

Later, he studied at the Ateneo de Manila University. He earned his Bachelor of Arts Degree in Political Science in 1967. In 1971, he finished his Bachelor of Laws degree. He did very well in his law exams, placing second in the country that year.

Political Journey

Nograles was active in politics during the time of President Ferdinand Marcos. He worked to protect human rights during this period. He also supported Corazon Aquino in the 1986 presidential election.

After Aquino became president, Nograles ran for a seat in the House of Representatives. He wanted to represent the 1st district of Davao City. He won his seat in 1989 after a decision by the House Electoral Tribunal.

He ran for mayor of Davao City in 1992 and 1998, but he did not win. He was elected back to the House of Representatives in 2001. In the 2004 and 2007 elections, he ran without anyone opposing him.

Becoming House Speaker

In early 2008, many members of Congress wanted a new leader. They supported Nograles to become the new Speaker. On February 5, 2008, the House of Representatives decided the Speaker's position was empty.

Soon after, Nograles was chosen as the new Speaker. He served as House Speaker during the time of President Gloria Macapagal Arroyo.

During his time in Congress, Nograles wrote 17 bills and helped write 85 others. He led important committees, including those on law enforcement and housing.

Running for Mayor Again

In 2010, he ran for mayor of Davao City once more. This time, he lost to Sara Duterte, who was the daughter of the then-mayor, Rodrigo Duterte.

After many years of political competition, Nograles and Duterte became friends. This happened on November 27, 2015. Nograles then supported Rodrigo Duterte's run for president in 2016.

Later Years and Passing

Prospero Nograles passed away on May 4, 2019. His son, Karlo Nograles, shared that his father died from respiratory failure due to pneumonia.

His body was brought to Davao City on May 7. President Rodrigo Duterte sent his sympathies to the Nograles family. On May 13, he was buried at Forest Lake - San Pedro Memorial Park in Davao City.
