Raymon Harry Anning (born July 22, 1930 – died December 20, 2020) was a very important police officer. He became the Commissioner of Police in Hong Kong. This means he was the top police officer there.

Before that, in the 1970s, he worked for the Metropolitan Police in London, England. He was also an inspector for police forces in other parts of England and Wales. In 1983, he moved to Hong Kong. He became the Deputy Commissioner before taking the top job in 1985.

Early Life and School

Raymon Anning went to school in East Sheen, London. He studied at Richmond and East Sheen County Grammar School for Boys. This was when he was a teenager.

His Police Career

Raymon Anning started his police career in 1952. He joined the Metropolitan Police in London.

In 1969, he was promoted to Chief Superintendent. He led a group of London police officers to Anguilla. Their job was to help bring order back to the island. When he returned, he worked in the Metropolitan Police Discipline Office. This office made sure police officers followed the rules.

In 1973, the police force faced concerns about officers not following rules. Raymon Anning was put in charge of a special department. This department, called A10, looked into all complaints against police officers. He had a team of many officers working with him. They investigated many complaints and helped make sure officers acted correctly.

After his work in London, Anning went to Hong Kong. He helped the government there set up a new group. This group was called the Independent Commission Against Corruption. It was created to fight against wrongdoing.

In 1975, Anning returned to London. He was promoted again to Deputy Assistant Commissioner. He became the second-in-command of the Criminal Investigation Department. This department handles serious crimes.

In 1979, he studied at the FBI Academy in the United States. After that, he became one of Her Majesty's Inspectors of Constabulary for England and Wales. This role involved checking how police forces were doing.

On July 17, 1983, Raymon Anning became the Deputy Commissioner of Police in Hong Kong. He was in charge of police operations.

He then became the Commissioner of Police on April 15, 1985. Towards the end of his time as Commissioner, there was some public unrest in Hong Kong. This happened in June 1989. Crowds gathered in areas like Mong Kok. Police officers were called to help control the situation. They used tear gas and made some arrests. Anning later said that those causing trouble were criminals.

Retirement

Raymon Anning retired in 1989. Li Kwan Ha took over his role as Commissioner of Police. Raymon Anning was the last British person to hold this top police job in Hong Kong.

Awards and Honours

  • 1975 – He received the Queen's Police Medal for Distinguished Service. This award is for excellent police work.
  • 1982 – He was made a Commander of the Order of British Empire. This is a special honour from the Queen.
  • 1982 – He also became a Companion of the British Institute of Management.
