Early Life and Education
Rex Richardson was born on August 18, 1983, at Scott Air Force Base in Illinois. His father served in the United States Air Force, and his mother was a welder for General Motors. After his parents divorced, he moved around with his mother and siblings, living in several states before settling in California when he was 11.
He graduated from Covina High School and went to California State University, Dominguez Hills. There, he became the student body president. He left college for a while to work as a community organizer, helping people in local neighborhoods. He later returned to his studies and earned his bachelor's degree in 2020.
Political Career
In 2010, Richardson began working for Steve Neal, a member of the Long Beach City Council. Richardson's job was to be Neal's chief of staff, which meant he was a top advisor and helped organize community groups.
When Neal decided to run for a state-level office in 2014, Richardson ran for Neal's seat on the city council and won. In 2016, the other council members elected him to be the vice mayor of Long Beach.

2022 Election
In January 2022, Richardson announced he would run for mayor of Long Beach. The current mayor, Robert Garcia, was leaving to run for the United States House of Representatives. Important leaders like California's Governor Gavin Newsom and Senator Alex Padilla supported Richardson.
In the first election in June, no single candidate got more than half of the votes. This meant a second "runoff" election was needed between the top two candidates: Richardson and another council member, Suzie Price. Richardson won the runoff election on November 8, 2022. He was sworn in as mayor on December 20, 2022.
Key Initiatives and Projects
As mayor, Richardson has focused on several major plans to improve Long Beach.
Housing and Community Support
Richardson started the Long Beach Housing Promise in 2023. This plan aims to create more affordable housing for students and their families. It also works to prevent people from becoming homeless.
He also created the West Side Promise. This is a 10-year plan to improve the West Long Beach neighborhood. This area has faced challenges, like a lack of grocery stores and banks. It is also near a major freeway and the Port of Long Beach, which can cause health problems for residents due to pollution. The plan aims to bring in new businesses, create more parks, and reduce pollution.
Growing the City's Economy
The Grow Long Beach Initiative is a plan to strengthen the city's economy. For a long time, Long Beach has relied on money from oil. This initiative looks for new ways to make money, focusing on tourism, aerospace (the industry that builds planes and spacecraft), and aviation. One major project is the construction of a Hard Rock Hotel downtown to attract more visitors.
Improving Downtown Safety
In late 2023, Richardson announced the "Roadmap to Downtown Recovery" initiative. This plan was created to make the downtown area safer. It includes adding more police officers on bikes and foot, focusing on areas with high crime, and providing more help for people with mental health issues.
2024 Budget Proposal
Richardson's 2024 city budget was a $3.2 billion plan. A city budget is a plan for how the city will spend its money for the year. A big part of his proposal was a plan called Elevate 28. This plan aims to get the city ready for the 2028 Olympic Games, which will be partly held in Long Beach.
The budget also included money to help homeless people find housing, improve roads and buildings, and support small, local businesses. The goal was to improve the quality of life for everyone living in Long Beach.
Personal Life
Rex Richardson is married to his wife, Nina. They have two daughters and live in the North Long Beach neighborhood of Long Beach.
