Neal Richard Foster (born August 9, 1946 – died October 13, 2009) was an important leader in Alaska. He was a member of the Democratic Party. He served in the Alaska House of Representatives from 1989 until he passed away. He represented different areas around Nome, Alaska.

Even though he was a Democrat, he often worked with the Republicans. For a while, he was even the Majority Whip. This meant he helped make sure his party's plans were followed.

Neal Foster passed away on October 13, 2009. He had a heart attack while getting treatment for a kidney problem. After his death, his oldest son, Neal Foster, was chosen to take his place. His son was then elected to the position in 2010.

At the time he died, Neal Foster was the second longest-serving member in the history of the Alaska House. Only Carl E. Moses had served longer. Carl Moses also represented western Alaska.

Neal Foster was also a second-generation politician. His father, Neal W. "Willie" Foster, also served in the Alaska Legislature. His father was a senator for Nome both before and after Alaska became a state. This shows that public service ran in their family.
