Early Life and Education
He was born in Manila, Philippines, on April 27, 1936. He went to Ateneo de Manila University for his studies. Later, he earned a special degree in international studies from the Johns Hopkins School of Advanced International Studies. This education helped him prepare for a career in global relations.
Important Roles and Contributions
Mr. Severino held many important positions throughout his career. He worked in different Philippine embassies and consulates around the world. These roles helped him understand how countries work together.
- He served as a Secretary at the Philippine Embassy in Washington, D.C., from 1967 to 1974.
- He was a Minister-Counsellor at the Philippine Embassy in Beijing from 1976 to 1979.
- He worked as the Consul General in Houston, Texas, from 1979 to 1986.
- He was the Philippine Ambassador to Malaysia from 1989 to 1992.
- Before becoming Secretary-General of ASEAN, he was the Undersecretary of Foreign Affairs for the Philippines.

- In 1997, he received the Order of Sikatuna, rank of Datu, from President Fidel V. Ramos of the Philippines.
- In 2001, he was given an even higher honor, the Order of Sikatuna, rank of Rajah, from President Gloria Macapagal Arroyo. He was one of only two people who were not heads of state to receive this high rank.
- In 2002, the King of Cambodia, Norodom Sihanouk, gave him the Commander of the Royal Order of Sahametrei.
- In 2017, he was posthumously awarded the Order of Lakandula, rank of Supremo, by President Rodrigo Duterte of the Philippines.
