Sannie Louise Overly (born July 2, 1966) is an American lawyer, engineer, and politician. She is a member of the Democratic Party. Overly served in the Kentucky House of Representatives, representing Kentucky's 72nd House district. She was the House Majority Caucus Chair from 2013 to 2017. She was also the first woman to hold a leadership role in the Kentucky House. In 2015, she was a candidate for lieutenant governor of Kentucky. In 2016, she was chosen to lead the Kentucky Democratic Party.

Early Life and Education
Sannie Overly was born in Millersburg, Kentucky. She grew up on a farm there. She finished high school at Bourbon County High School.
College and Law School
Overly went to the University of Kentucky College of Engineering. In 1989, she earned a Bachelor of Science degree in civil engineering. This field focuses on designing and building things like roads and bridges.
Later, she attended the University of Louisville School of Law. In 1993, she earned a Juris Doctor degree. This is a law degree that allows someone to become a lawyer.
Political Career and Public Service
Before becoming a politician, Sannie Overly worked as an engineer. She worked for the Kentucky Transportation Cabinet. This is the state department that manages roads and transportation.
She also served as the president of the Bourbon County Bar Association. This group supports lawyers in the area. She also led the Paris–Bourbon County Historic Society. This group helps protect local history.
Serving in the Kentucky House
In 2008, Overly ran in a special election for the Kentucky House of Representatives. A special election is held to fill a seat that becomes empty before the next regular election. She won the election on January 8, 2008. She officially started her role on January 11.
In 2009, the Speaker of the Kentucky House, Greg Stumbo, gave her an important job. He asked her to lead the Budget Review Subcommittee. This group looks at how the state spends money on roads. She was the first woman to lead this important budget group.
A Leader in the House
In 2013, her fellow Democratic members in the House chose her for a new leadership role. She was elected as the caucus chair. This made her the first woman to hold a leadership position in the Kentucky House. She held this position until 2017. She was the last Democrat to hold this office before the Republican Party became the majority in 2017.
Running for Lieutenant Governor
In 2015, Sannie Overly decided to run for lieutenant governor of Kentucky. She ran with Jack Conway as his running mate. They were part of the gubernatorial election. However, they lost the election to Matt Bevin and Jenean Hampton.
Leading the Democratic Party
In 2016, Overly was chosen to be the chair of the Kentucky Democratic Party. This meant she was in charge of the Democratic Party in Kentucky. She decided not to run for reelection to the Kentucky House in 2018.
Personal Life
Sannie Overly lives in Paris, Kentucky, with her husband, Michael Kalinyak. They have two children. She is involved in many local groups in her community. These include local cooperatives, the Friends of the Paris-Bourbon Co Library, and the Bourbon Co Alumni Assoc. She is also part of the UK Alumni Assoc., the Paris-Bourbon Co Chamber of Commerce, and the Bourbon Co Homemakers. She is a member of the DAR, Jemima Johnson Chapter, and the Bluegrass Conservancy.
