José Teófilo Serrano Beltrán (born July 28, 1950 – died August 3, 2024) was a Spanish politician. He was also a civil servant and an engineer. He was a member of the Spanish Socialist Workers' Party (PSOE).

Early Life and Education

Teófilo Serrano was born in 1950 in a town called Tudela, located in Navarre, Spain. He studied hard and earned a degree in Road, Channel, and Port Engineering. After finishing his studies, he became a civil servant, which means he worked for the government.

Joining Politics

Serrano joined the Spanish Socialist Workers' Party (PSOE) in 1976. This political party is one of the main ones in Spain. He started working in important government roles.

Key Government Roles

From 1986 to 1991, Teófilo Serrano served as the Secretary of State of Public Administration. This was during the time when Felipe González was the Prime Minister of Spain.

In 1991, he took over a new role. He became the Secretary-General of the Madrilenian Socialist Federation (FSM). This is the PSOE's branch in the Community of Madrid. He replaced Joaquín Leguina in this position.

Time in the Assembly and Senate

In 1991, Serrano was elected to the Assembly of Madrid. This is the regional parliament for Madrid. He was second on the PSOE's list of candidates.

He also became a Senator. A senator is a member of the upper house of the Spanish parliament. He was chosen for this role by the regional parliament of Madrid.

Leaving Regional Politics

Later, he worked as a managing director for Urban Transport of Seville (Tussam). He also served as the CEO and director for Infrastructure Management of Andalusia (GIASA). These roles involved managing public transport and large building projects.

President of Renfe

In May 2009, the Council of Ministers appointed Serrano as the President of Renfe. Renfe is the main national railway company in Spain. He led Renfe until late 2011. He left the post when a new government, led by Mariano Rajoy, came into power.

Teófilo Serrano passed away on August 3, 2024, at the age of 74.
