From 1593 to 1603, he held an important job. He was the Warden of the English West March. This meant he was in charge of keeping peace and order along the border between England and Scotland. This was a very important and often difficult job. In 1599, he was made a Knight of the Garter.

While Scrope was the Warden, a famous outlaw named Kinmont Willie Armstrong was arrested. This arrest happened during a truce, which meant it was against the rules. Kinmont Willie was put in prison at Carlisle Castle. Thomas Scrope was new to his job and wasn't sure what to do.

In 1596, a Scottish leader named Walter Scott helped Kinmont Willie escape from prison. This made Thomas Scrope very angry. In response, he attacked and burned the towns of Annan and Dumfries in Scotland. He also captured many people and took them back to England. This event caused a big problem between England and Scotland.
