William "Tutty" Baker (1793-1855) was an American pioneer. He is known for starting the town of Freeport, Illinois. He moved from the southern United States. In 1827, he claimed land that was home to the Winnebago tribe. This land later became Freeport.
The Winnebago tribe gave him the nickname "Tutty." They were friends with him. He got this name because he had a stutter. He built a trading post by the Pecatonica River. A trading post was a place where people could buy and sell goods.
William Baker was very kind. He started a free ferry service across the river. He also welcomed travelers into his home. He gave them food and a place to sleep.

There is a story about how Freeport got its name. William Baker's wife, Elizabeth Phoebe Baker, asked him a question. She saw how many people he ferried across the river for free. She asked if his river port was a "Free Port." That's how the town got its name.
