Victor Theodore Stelly (born January 11, 1941 – died December 26, 2020) was an American politician from Louisiana. He was a member of the Louisiana House of Representatives, which is part of the state's government. He is best known for something called the Stelly Plan, which changed how taxes worked in Louisiana.
Stelly also served on the Louisiana Board of Regents for Higher Education from 2007 to 2013. This board helps guide colleges and universities in the state. He left this role early because he was concerned about cuts to funding for higher education. In 2006, Vic Stelly was honored by being chosen for the Louisiana Political Hall of Fame.

The Stelly Plan Explained
Vic Stelly created an important change to Louisiana's state rules, known as the Stelly Plan. This plan removed the state sales tax on things like food, medicine, and electricity bills. To make up for the money the state would lose, the plan increased the state income tax. This income tax increase was mostly paid by people who earned more money.
About Vic Stelly's Life
Vic Stelly was born in Carencro, Louisiana. When he was four years old, his family moved to Zachary, Louisiana. His father, Gordon Stelly, worked with chemicals, and his mother, Dorothea Olive Martin Stelly, was a stay-at-home mom.
Stelly was a talented football player in high school. He was named an All-State player at Zachary High School. He then went to Northwestern in Natchitoches, where he also played football. After college, he taught high school in Louisiana. He earned his master's degree from Louisiana State University in 1965. Before becoming a politician, he worked as an insurance agent for 25 years in Moss Bluff.
His Passing
Vic Stelly passed away on December 26, 2020. His death was due to problems from COVID-19 during the COVID-19 pandemic in Louisiana.
