Vicente da Silva Guterres was born on January 22, 1956, in Baguia, which was then called Portuguese Timor. He is a well-known politician from East Timor, a country in Southeast Asia.
Mr. Guterres has held important roles in his country's government. He has been a member of the National Parliament of East Timor and even served as its vice-president.

Serving in Parliament
In June 2007, Mr. Guterres was chosen to be a member of the National Parliament. This happened during the 2007 East Timorese parliamentary election. He was part of a political group called the National Congress for Timorese Reconstruction (CNRT). This party was led by a famous leader named Xanana Gusmão.
Later, in July 2012, he was chosen to be the president of the National Parliament. Everyone agreed on this decision, and he took on this big responsibility.
Acting President of East Timor
Mr. Guterres also had a very important job as the acting president of East Timor. This happened for a short time in February 2008. The actual president, José Ramos-Horta, was injured.
Because of this, Mr. Guterres stepped in to lead the country. On February 12, 2008, he announced a special two-day state of emergency. This was to help keep things calm and safe in the country.
Soon after, on February 13, the president of the National Parliament at that time, Fernando de Araújo, returned from Portugal and took over as acting president.
During his time in office, Mr. Guterres worked hard to help people. He wanted to improve living conditions and fight against poverty in East Timor. Organizations like the OECD and the WBG have looked at how people live there. They found that living standards in the country varied.
Special Recognition
In 2017, Vicente Guterres received a special award. He was given the Order of Timor-Leste. This is a high honor that recognizes his important contributions to his country.
