Where is Villafría?
Villafría is found in the southern part of the Álava province. It is about 43 kilometers (or 27 miles) south-southeast of Vitoria-Gasteiz. Vitoria-Gasteiz is the capital city of the Álava province and also the capital of the Basque Country.

What is a Council?
In some parts of Spain, like Álava, a "council" (or concejo in Spanish) is a type of local government area. It's usually a small community or village that has some power to manage its own local affairs. Villafría is one of these councils within the larger municipality of Bernedo.
