Vincent J. Hughes (born October 26, 1956) is an American politician. He is a member of the Democratic Party. Since 1994, he has served in the Pennsylvania State Senate. He represents the 7th District. Before that, he was a member of the Pennsylvania House of Representatives. He represented the 190th District from 1987 to 1994.

Early Life and Education

Vincent J. Hughes was born in Philadelphia, Pennsylvania. His parents were James and Ann Hughes. After studying at Temple University, he worked at the University of Pennsylvania. He was a library administrator there, which means he helped manage the library. He also worked as an official for a labor union called District Council 47 of the American Federation of State, County and Municipal Employees. This union helps workers.

Political Career

In 1984, Hughes first tried to become a member of the Pennsylvania House of Representatives. He ran for the 190th District. He lost to James Barber in the Democratic primary election. A primary election is where people from the same party vote to choose who will represent them in the main election.

Hughes ran against Barber again in 1986 and won the nomination this time. In the general election, which is the main election, he won against his Republican opponent, Sandra R. Kellar. He won by a large amount, with 89% of the votes.

While serving in the State House, he was the chairman of the Pennsylvania Legislative Black Caucus. This group supports the interests of African American citizens in Pennsylvania. He held this role from 1991 to 1994.

In 1994, Chaka Fattah left his position in the State Senate to run for the U.S. House of Representatives. Vincent Hughes was then elected to take his place as a State Senator. This happened in a special election on November 21, 1994. He has represented the 7th District ever since.

As a State Senator, he has held several important roles within the Democratic Party. He was Deputy Minority Whip from 2005 to 2006. He was also the Minority Caucus Secretary from 2007 to 2008. From 2009 to 2010, he served as the Minority Caucus Chair. These roles involve helping to lead the Democratic members in the Senate. In 2011, he became the Minority Chair of the Appropriations Committee. This committee is very important because it deals with how the state's money is spent.

Currently, Hughes is the Democratic chair of the Senate Appropriations Committee. This means he helps lead the committee's work on state spending.

Personal Life

Vincent Hughes is a trustee at the Mt. Carmel Baptist Church. A trustee helps manage the church's finances and property. In 2003, he met Sheryl Lee Ralph, who is a well-known actress, singer, and activist. They got married in 2005. Both Vincent and Sheryl had two children from previous marriages.
