During the American Civil War, William Handley joined the Confederate States Army. He became a captain in the Twenty-fifth Regiment. This was a very important role during the war. William Handley was a member of the Democratic Party. He was elected to the Forty-second Congress. This means he represented Alabama in the U.S. House of Representatives from March 4, 1871, to March 3, 1873.
