He studied history and geography at the University of N'Djamena, earning his first degree in 1992. After that, he continued his studies at the International Relations Institute of Cameroon. There, he earned a master's degree in international relations, which is about how countries work together.
Political Career
Halina has had a long and important career in government.
Working for the President
From 2010 to 2023, Allamaye Halina was the Chief of Protocol for the former Chadian President, Idriss Déby. This means he was in charge of all the official ceremonies and rules for how the President met with other leaders and important people.
Becoming an Ambassador
In 2023, he was chosen to be Chad's Ambassador to China. An ambassador is a country's main representative in another country, helping to build good relationships between them.
Prime Minister of Chad
On May 23, 2024, a big change happened. After Mahamat Déby became the new President of Chad, he chose Allamaye Halina to be the Prime Minister. This is a very important job, as the Prime Minister leads the government's daily work.
Many people who study politics describe Halina as a "technician." This means he is very good at solving problems and managing things, rather than being someone who seeks power for himself. He was always loyal to the former President Idriss Déby. The current President, Mahamat Idriss Déby, even calls him his "big brother."
Future Plans for Chad
On June 13, 2024, Prime Minister Halina shared his plans for Chad with the National Transitional Council (a group that helps govern the country). He has several important goals:
- He hopes that by 2034, Chad will be able to produce all the energy it needs, becoming "energy independent."
- He also wants Chad to host the African Cup of Nations, a major football (soccer) tournament.
- Halina plans to open "dry ports" and "free zones." These are special areas that make it easier for businesses to trade goods, helping Chad's economy grow.
