Allamaye Halina (also known as Al-Lamaye Halina), born on January 1, 1967, is a diplomat and politician from Chad. A diplomat is someone who represents their country in other nations. A politician works in government. He has been the Prime Minister of Chad since May 2024.
Early Life and Education
Allamaye Halina was born in a place called Gounou Gaya in Chad on January 1, 1967. He studied history and geography at the University of N'Djamena. He earned his bachelor's degree in 1992. After that, he continued his studies at the International Relations Institute of Cameroon. There, he earned a master's degree in international relations. This means he learned about how countries work together.
Political Career
Allamaye Halina has held several important roles in Chad's government. From 2008 to 2010, he worked at the Ministry of Foreign Affairs. He was in charge of welcoming guests and organizing official events.
He then became the Chief of Protocol for Chad's President, Idriss Déby. He held this important position from February 2010 until 2023. Being Chief of Protocol means he managed all the official rules and customs for the President. In January 2023, he was chosen to be Chad's ambassador to China. An ambassador is a country's top representative in another country.
In May 2024, the previous Prime Minister, Succès Masra, stepped down. This happened after he lost the presidential election to Mahamat Déby. After Mahamat Déby became president, he chose Allamaye Halina as the new Prime Minister on May 23, 2024. Many people saw Halina as a skilled expert who would focus on his work. He was known for being very loyal to President Déby, who even called him his "big brother."
On June 13, 2024, Prime Minister Halina shared his plans with the National Transitional Council. This council helps govern the country. He hopes that by 2034, Chad will produce all its own energy. He also wants Chad to host the African Cup of Nations, a big football tournament. Halina also plans to open "dry ports" and "free zones." Dry ports are places far from the sea where goods can be moved. Free zones are special areas where businesses get tax breaks.

Allamaye Halina wrote a book called From Bedouin to President. It was published in 2024.
