She studied history and economics at St Hilda's College, Oxford. In 1973, she earned her first degree from the University of Oxford. She then continued her studies. In 1976, she received a special diploma in Health Service Studies from the University of Leeds. She later earned her PhD degree in 1990. This advanced degree was in health economics from the University of London.
