Arrivé (pronounced ah-ree-VAY) is a tall building, or skyscraper, in the Belltown area of Seattle, Washington. It stands 440-foot (130 m) high and has 41 floors. This big project cost about $190 million.
The building was first called Potala Tower, named after a famous palace in Tibet. It was designed by a company called Weber Thompson. Arrivé has 342 apartments and a hotel with 142 rooms. Part of the money for the building came from investors in China. Construction started in April 2015.
However, building work stopped in August 2015 due to financial issues with the developer. The project was later taken over by new companies. In May 2016, a plan was approved for two firms to buy the developer's share and restart building. The two companies signed an agreement in October to continue construction and give the project a new name. The tower was finished and opened in February 2019.

Design and Features of Arrivé
Arrivé was designed by the Seattle architecture firm Weber Thompson. Its design includes features that remind people of the Seattle Cinerama movie theater, which is right next to the building. Before it was called Potala Tower, the project was known as "Cinema Tower."
The tower has 41 floors. On the ground floor, there are shops covering 2,743 square feet (254.8 m2). The building also has 329 parking spots. The hotel, called The Sound Hotel, is located on floors 2 through 10 and has 142 rooms. It offers a lounge, meeting rooms, a fitness center, and a restaurant.
The apartments are on floors 11 through 41. There are 344 apartments in total. They range from small studio apartments, about 520-square-foot (48 m2), to large penthouse apartments, about 1,869-square-foot (173.6 m2). For fun, the hotel has a deck on the 7th floor, and apartment residents have a rooftop terrace. The first plan for the rooftop even included an outdoor movie theater!
The building is also designed to be environmentally friendly. It is aiming for a LEED Silver certification, which means it meets high standards for being green and energy-efficient.
Building History
Planning and Early Construction
The land where Arrivé stands is about 1⁄3-acre (0.13 ha). It is located on 4th Avenue, between Blanchard and Lenora streets, right next to the Seattle Cinerama theater in Belltown. This land was bought by HAL Real Estate Investments in 2008 for $5 million. HAL then applied for permits to build a 38-story building with 365 apartments, which they called "Cinema Tower."
In 2013, a developer named Lobsang Dargey bought the property from HAL for $11.5 million. He announced his plan to build a mixed-use tower there, meaning it would have both homes and businesses. Dargey planned to get some of the money for the project from international investors through his company, Path America.
The proposed tower was then named "Potala Tower" in July 2014. A hotel chain called Hotel Indigo was chosen to run the 142-room hotel inside the tower. Construction was expected to begin later that year and finish by 2017.
A special event called a groundbreaking ceremony was held on August 28, 2014. Mayor Ed Murray and actor Tom Skerritt joined Dargey at the event. The ceremony included a blessing from Buddhist monks. This marked the start of tearing down the old Dean Transmissions building on the site. The actual digging for the building's foundation began the following April, with PCL Construction leading the work. The permit to build the tower was given on August 17, 2015.
Construction Paused
On August 24, 2015, building work on the Potala Tower had to stop. This happened because of financial problems involving the developer, Lobsang Dargey, and his company, Path America. His assets were frozen, which meant construction could not continue. By this time, the digging for the foundation had reached a depth of 60 feet (18 m).
To solve the problems, a court ordered that Path America and its projects, including Potala Tower, be managed by a special receiver. In May 2016, a plan was approved for two companies, Molasky Group and Binjiang Tower Corporation, to invest $30 million in the project. This allowed construction to get ready to start again.
Building Work Resumes
On October 6, the Molasky Group and Binjiang Tower Corporation signed an agreement to restart building the project. They also decided to rename and rebrand it. Work on the project began again later that month.
In February 2017, the new developers announced that they had raised $325 million to continue the work. In May 2017, the project was officially renamed "Arrivé." The building reached its full height, or was topped out, the following year. The hotel part of the building, which is operated by Hilton Worldwide as The Sound Hotel, officially opened on February 12, 2019.
